US Government Enters Ninth Day of Shutdown Amid Deadlock

The United States federal government remains shut down as Congress fails to reach a budget agreement, disrupting federal pay and critical healthcare reimbursements.

The federal government of the United States entered its ninth day of shutdown on October 9, 2025, after the Senate failed in its sixth attempt to pass a spending bill. The most recent vote failed 54-45, with no Democrats supporting the measure. The impasse began on October 1 following a deadlock over spending levels, foreign aid, and health insurance subsidies. Republicans have refused to convene the House to vote on military pay, while Democrats demand the restoration of Obamacare tax cuts as a condition for support.

The shutdown has triggered severe staffing shortages at the National Park Service and the National Labor Relations Board. Pay disruptions for some employees were expected by October 10, with active-duty military and reserves potentially missing checks by October 15. Three critical healthcare policies, including telehealth and hospital-at-home provisions, expired on September 30. In response, the Centers for Medicare & Medicaid Services directed contractors to implement a temporary claims hold of up to 10 business days to avoid reprocessing if extensions are eventually reinstated.

President Donald Trump attributed the stalemate to Democrats, while House Speaker Mike Johnson insisted the House fulfilled its duties. Despite the political gridlock and a blackout of official economic data, U.S. Treasury yields remained stable as investors viewed the event as a temporary disruption. However, the shutdown has caused regulatory delays for companies awaiting SEC or FDA approvals and disrupted cash flow for federal contractors.
