Russia Shifts to Hybrid Warfare Amid NATO Airspace Violations

The Federal Government of Russia is pivoting its military strategy toward hybrid warfare, prioritizing the training of drone operators over infantry soldiers following massive manpower losses in Ukraine. The Russian military intends to train more than one million drone specialists by 2030.

This strategic shift has coincided with a series of provocations against NATO members throughout September. Poland shot down at least 19 Russian drones on September 10, and three Russian MiG-31 fighter jets violated Estonian airspace on September 19. Estonian Foreign Minister Margus Tsahkna described the airspace violation as the most serious of the year. Additionally, three drones forced the closure of Copenhagen's airport in Denmark on September 23, and Russia is suspected of jamming the GPS of a plane carrying European Commission President Ursula von der Leyen during a flight to Bulgaria.

In response, NATO launched Operation Eastern Sentry to strengthen air policing and anti-drone capabilities across Eastern Europe. While Ukraine continues to maintain a high interception rate against Russian drones, NATO currently relies on expensive conventional assets, such as fighter jets, to counter low-cost Russian decoy drones.
