White House Names India Top Hub for Chinese Transshipment

The White House of the United States released a report titled "The Great Transshipment Scam," identifying India, Mexico, and Vietnam as the top three hubs for rerouting Chinese goods to evade US tariffs. The report estimates that 67 billion dollars in goods were transshipped through these three nations, with India classified as a Tier 1 Diversified Scale Leader among more than 40 countries at risk.

US officials specifically highlighted the Pune-Gujarat-Chennai manufacturing corridor for pumps and compressors as a potential channel for these activities. While the report does not impose immediate new tariffs or name specific companies, White House trade adviser Peter Navarro warned that importers falsely declaring the origin of goods could face retrospective duties and increased documentation requirements.

To counter these practices, the United States Customs and Border Protection is developing an AI-based system called Detective Border to flag suspicious shipments. These findings coincide with ongoing negotiations between the United States and the Government of India for an interim bilateral trade agreement, which may now result in more stringent rules of origin for Indian exports containing Chinese components.
