President Donald Trump is issuing billions in healthcare refunds and Medicare offsets to millions of Americans weeks before the November 3 midterm elections.
President Donald Trump is distributing $2.35 billion in direct payments to millions of Americans ahead of the November 3 midterm elections. The administration is issuing $90 payments to 20 million Medicare Part D enrollees to offset rising healthcare costs, funded by a $2 billion program improvement fund.
Additionally, the administration is sending $500 refund checks to individuals who purchase health insurance through the federal marketplace. While initial reports estimated nearly one million recipients, updated figures indicate 4.7 million individuals are eligible. These payments are funded by a surplus in the insurance marketplace management fund and are limited to residents of 30 states who did not receive federal subsidies. Residents of states with their own marketplaces, including California and New York, are excluded.
Trump has characterized these refunds as a correction for excessive fees established under the administration of Joe Biden. Each check includes a letter from the president criticizing the previous administration for overcharging citizens to fund HealthCare.gov.
Beyond healthcare, the administration announced $1.4 billion for power lines in Alaska on October 9, coinciding with a campaign visit by Vice President Mike Pence. Trump has also pledged a $5,000 payment to every adult U.S. citizen if Republicans maintain control of both the House and Senate, though the proposal has gained little traction in Congress.
