These actions come as the United States competes with other global powers. The European Commission has mobilized billions of euros for AI gigafactories, while the Government of India launched the $1.3 billion IndiaAI Mission. China has set a goal for global leadership by 2030, targeting a market value of $1.4 trillion. In the private sector, Alphabet, Amazon, Meta, and Microsoft plan to spend $320 billion this year.
