Trump Freezes Billions in Child Care Funds Over Fraud Allegations

President Donald Trump ordered a freeze of over $10 billion in federal funding for child care and family assistance programs across five Democratic-led states: California, Colorado, Illinois, Minnesota, and New York. The U.S. Department of Health and Human Services (HHS) cited concerns of systemic fraud, specifically alleging that benefits from the Child Care and Development Fund, Temporary Assistance for Needy Families, and Social Services Block Grants were improperly diverted to individuals ineligible under federal law.

The administration's actions followed high-profile investigations in Minnesota, where reports indicated at least $1 billion in taxpayer funds were stolen. The crackdown expanded into a broader fraud investigation targeting California, with President Trump alleging the state is more corrupt than Minnesota. First Assistant U.S. Attorney Bill Essayli further claimed California cannot account for $24 billion spent on homelessness over five years, labeling Governor Gavin Newsom the "king of fraud."

State leaders in the affected regions condemned the moves as punitive and cruel. Governor JB Pritzker argued the administration is stripping away essential care from families, while Governor Jared Polis warned of a $91 million shortfall in Colorado. Governor Gavin Newsom dismissed the allegations as a political vendetta, though he welcomed a federal probe into state programs.

While the freeze initially targeted five states, reports emerged that federal childcare payments were temporarily paused nationwide, putting $14 million at risk in Montana. Conversely, New Hampshire Governor Kelly Ayotte stated her state's funding remains secure. The administration has requested recipient records from 2019 to 2025 from targeted states to verify eligibility.
