Japan Links Military Buildup to Economic Growth in Defense Report

The Government of Japan released its 2026 annual defense white paper on August 4, signaling a strategic shift by framing the nation's largest military buildup since World War II as a catalyst for economic growth. The report advocates for integrating defense procurement with industrial policy, utilizing artificial intelligence, robotics, and startups to stimulate the wider economy. Japan has increased defense spending to 2% of its GDP, reaching a record 9.04 trillion yen, with a focus on long-range missiles, unmanned combat systems, and counter-strike capabilities.

The document identifies China as Japan's "greatest strategic challenge ever," citing increased Chinese naval and air activity around Taiwan and the Pacific. It also warns of heightened risks from growing military coordination between China, Russia, and North Korea. To counter these threats, the administration of Prime Minister Sanae Takaichi has deployed Type 25 anti-ship missiles and lifted a long-standing ban on lethal weapons exports to strengthen ties with allies like Australia and the Philippines.

China's Ministry of National Defense and Ministry of Foreign Affairs strongly condemned the report, dismissing its claims as "false narratives" and "China threat" rhetoric used to justify "new militarism." Chinese officials demanded that Prime Minister Takaichi retract remarks suggesting the deployment of Japanese forces in a Taiwan conflict, asserting that the Taiwan question is an internal affair. Domestically, the shift has sparked protests in Tokyo, with critics arguing the policies move Japan toward becoming a military state and depart from its postwar pacifist constitution.
