House Passes SAVE America Act Amid Senate Deadlock

The U.S. House passed the SAVE America Act requiring photo ID and citizenship proof to vote, but the bill faces a likely Democratic filibuster in the Senate.

The U.S. House of Representatives passed the Safeguard American Voter Eligibility (SAVE) America Act on February 11, 2026, in a 218-213 vote. The legislation mandates that individuals provide documentary proof of U.S. citizenship, such as a passport or birth certificate, to register for federal elections and present a government-issued photo ID at polling stations. The act also requires states to share voter registration data with the Department of Homeland Security to identify noncitizens and mandates voter-roll purges every 30 days.

Donald Trump and House Speaker Mike Johnson championed the bill as a common-sense measure to prevent voter fraud. However, the act faces a stalemate in the U.S. Senate. While Republicans secured 50 votes following Senator Susan Collins' support, Senate Majority Leader John Thune noted that the GOP lacks the 60 votes required to overcome a Democratic filibuster. To bypass this, Senator Mike Lee advocated for a "talking filibuster" to force a vote, while others explored using a budget reconciliation package.

Democratic leaders, including Senator Chuck Schumer, condemned the act as "Jim Crow 2.0," arguing it would disenfranchise millions of eligible voters, particularly low-income citizens, people of color, and married women whose documents may not match their current names. Civil rights organizations like the NAACP and the Brennan Center for Justice echoed these concerns, calling the law a voter suppression tactic. In response to the legislative deadlock, President Trump declared the act a "national emergency" and threatened to implement voter ID requirements via executive order for the 2026 midterms.
