Review leader Alan Milburn is calling for the introduction of a national pre-apprenticeship route in England to address a growing youth jobs crisis. The proposed scheme, modeled on vocational pathways in Austria and the Netherlands, would use further education colleges to provide technical training, work experience, English, and maths for young people who lack the qualifications or confidence for full apprenticeships.
Milburn's recommendation follows a decade-long decline in apprenticeship enrollments for under-19s, which have nearly halved. He noted that for many young people, there is a gap between leaving school and being ready for a full apprenticeship, leading him to advocate for a new national route.
Prime Minister Andy Burnham has delayed the release of Milburn's full report until at least November to avoid overlapping with the October 28 budget. While the government is providing £100 million to expand local apprenticeship services, it is simultaneously weighing welfare reforms to reduce the benefits bill. These considerations include the potential scrapping of a disability benefit for those under 25 to encourage employment.
