Trump Administration Rescinds AI Rule to Tighten China Chip Controls

The Trump administration rescinded the Biden-era AI Situation Rule, citing that the previous regulations were overly burdensome and risked alienating diplomatic partners. The administration is shifting its focus toward restricting the Government of China's access to advanced AI semiconductor chips and related technologies to maintain a strategic advantage in what officials describe as a New Cold War.

To strengthen the supply chain, the House Select Committee on Strategic Competition between the United States and the Chinese Communist Party introduced the Chip Security Act. This legislation would mandate reporting on potential diversions and require location certification for the export of advanced AI chips. These measures respond to ongoing Chinese efforts to bypass U.S. export controls using shell companies and cloud-based access to restricted hardware.

Former Deputy National Security Advisor Matt Pottinger and Vice President JD Vance have emphasized the strategic necessity of these shifts. Pottinger characterized AI as likely becoming the most powerful and strategic technology in history, while Vance called for a robust strategy to safeguard the American technological lead.
