Donald Trump Proposes $1 Trillion Dividend and Permanent Tax Cuts

President Donald Trump outlined a legislative agenda featuring $5,000 citizen payments and permanent tax cuts, contingent on Republicans winning the November 3 midterms.

President Donald Trump has detailed a legislative agenda for his final two years in office, making the proposals contingent on Republicans maintaining control of the House and Senate in the November 3 midterms. Central to the plan are Trump dividends, which would provide $5,000 payments to all adult U.S. citizens through a $1 trillion allocation.

Trump also seeks to make tax cuts from the 2025 One Big Beautiful Bill Act permanent, specifically eliminating taxes on tips, overtime, and Social Security. His legislative priorities include the SAVE America Act, which would mandate proof of citizenship for voters, and the No Invasion of Our Country Act to codify aggressive anti-immigration measures. Other goals include a sweeping health care overhaul, the elimination of no-cash bail, and blocking transgender individuals and men from women's sports.

House Democratic Conference Chairman Pete Aguilar criticized the administration, arguing that Republicans have prioritized tax breaks for billionaires while cutting essential assistance for families. Aguilar vowed that Democrats would reverse tariffs and Medicaid cuts if they regain the majority.
