Donald Trump Implements Reciprocal Tariffs on China and Costa Rica

President Donald Trump imposed reciprocal tariffs on imports from China and Costa Rica to neutralize foreign industrial policies and subsidies.

President Donald Trump implemented reciprocal tariffs on imports to neutralize the industrial policies of other nations. The White House justified the punitive taxes by claiming other countries have "exploited the United States" through government preferences and subsidies.

As part of the rollout, the administration imposed a 10 percent tariff on exports from Costa Rica and high tariffs on Chinese exports to compensate for state support of Chinese industries. These measures now face a critical test following landmark rulings by the U.S. Court of International Trade.

Critics argue the tariffs violate the Central American Free Trade Agreement and World Trade Organization rules. They further contend that the U.S. utilizes similar industrial policies, pointing to the Inflation Reduction Act of 2022 and the CHIPS and Science Act of 2022, which provide billions in subsidies for clean energy and research and development.
