Vietnam and India Elevate Ties to Enhanced Comprehensive Strategic Partnership
President To Lam visited India and Sri Lanka in May 2026, upgrading bilateral relations with India and expanding strategic cooperation across South Asia.
Vietnamese President and Party General Secretary To Lam conducted a historic state visit to India from May 5 to 7, 2026, marking the 10th anniversary of the nations' Comprehensive Strategic Partnership. During meetings with Prime Minister Narendra Modi and President Droupadi Murmu in New Delhi, the two countries elevated their relationship to an Enhanced Comprehensive Strategic Partnership. They set a bilateral trade target of $25 billion by 2030 and signed 13 agreements covering defense, technology, education, and healthcare.
Defense cooperation became a strategic pillar, with discussions regarding a potential $629 million deal for BrahMos supersonic cruise missile batteries. India also offered maintenance for Vietnam's Sukhoi-30 aircraft and Kilo-class submarines. In New Delhi, both leaders reaffirmed their commitment to UNCLOS 1982 and the peaceful resolution of disputes in the South China Sea. To Lam also proposed a technology talent corridor and a co-research model for AI and semiconductors to align with India's Viksit Bharat 2047 and Vietnam's 2045 development goals.
The visit included a spiritual stop at the Mahabodhi Temple in Bodh Gaya and a business tour of Mumbai. In Mumbai, To Lam addressed the India-Vietnam Business Forum and oversaw a $6.5 billion investment commitment by Vin Group in Maharashtra. Following the India trip, To Lam visited Sri Lanka from May 7 to 8, meeting President Anura Kumara Dissanayake to expand cooperation in agriculture, energy, and maritime services, potentially establishing a trilateral framework between Vietnam, India, and Sri Lanka.
