Secretary of State Marco Rubio waived human rights certification requirements to release $320 million in Fiscal Year 2025 Foreign Military Financing for Egypt. In a September 21 letter to congressional committees, Rubio justified the decision by citing Egypt's helpful role following Operation Epic Fury, the U.S.-led military campaign against Iran launched in February, and its mediation during the subsequent seven-month conflict.

The funds are part of a $1.3 billion annual assistance package used to purchase U.S.-produced weaponry. The United States Department of State stated the waiver is essential for national security priorities, including counterterrorism, border security, and nonproliferation. While the department acknowledged credible reports of child labor, arbitrary arrest, and torture in Egypt, it maintained that the Trump administration will address these issues through bilateral dialogue.

This decision comes as the conflict with Iran strains the Egyptian economy through rising fuel prices. Simultaneously, Egyptian authorities recently arrested six journalists accused of spreading misinformation for the banned Muslim Brotherhood. The State Department noted that such waivers have become routine across multiple administrations to ensure security cooperation despite ongoing international criticism of President Abdel Fattah al-Sisi's human rights record.
