Xi Jinping Sets Economic Priorities for 15th Five-Year Plan
Xi Jinping directed China to shift toward new growth drivers and expand domestic demand during a series of high-level economic meetings in Beijing.
General Secretary Xi Jinping presided over two high-level meetings in Beijing between July 24 and July 30, 2026, to establish economic priorities for the second half of the year. These efforts aim to secure a strong start to the 15th Five-Year Plan period following a reported 4.7 percent growth rate in the first half of 2026.
During a July 24 symposium, Xi solicited advice from non-CPC figures, including leaders from eight political parties and the All-China Federation of Industry and Commerce. Premier Li Qiang provided a briefing on early 2026 performance, while participants suggested expanding consumption and industrial innovation. Xi noted that the economy showed resilience but called for deeper reform and the defusing of risks in key sectors.
On July 30, the Political Bureau of the CPC Central Committee met to formalize these goals. Xi called for a proactive fiscal policy and accommodative monetary policy to transition from old growth drivers to new ones. The leadership specifically highlighted the AI Plus Initiative to develop a smart economy and new quality productive forces. The meeting also designated Beijing as the site for the fifth plenary session of the 20th CPC Central Committee in October.
