Russia and Ukraine Launch Coordinated Aerial Strikes on Civilians

Russian and Ukrainian forces conducted reciprocal large-scale aerial assaults on July 27 and 28, 2026, targeting residential and industrial sites. Volodymyr Zelenskiy described the operation as a strategic pressure campaign, claiming Ukrainian drones struck an export terminal in the Rostov region and oil facilities in the Yaroslavl and Udmurt Republic regions. These strikes killed at least five people in Rostov-on-Don, including a married couple and a child, and wounded 12 others in Belgorod. On July 28, a Ukrainian drone struck a civilian passenger bus in Shebekino, injuring 19 people.

Simultaneously, Russia launched a massive offensive using seven ballistic missiles and 136 drones. Russian strikes killed at least six people across Ukraine, including two in a Chernihiv supermarket and others in Kharkiv and Zaporizhzhia. In Kyiv, ballistic missiles ignited fires in a residential tower block. Russia's Ministry of Defense claimed these strikes targeted drone production sites and military ships in Mykolaiv. On July 28, a Russian jet-powered Shahed drone struck an apartment building in Kharkiv, wounding five people.

Amidst the escalation, Vladimir Putin used a Navy Day speech to condemn Western attempts to seize Russia-linked oil tankers, labeling such actions as piracy. Russian authorities reported intercepting up to 276 Ukrainian drones, while Ukrainian air defenses downed 15 Russian drones over Dnipropetrovsk.
