The legislation, originally championed by the late Senator Lindsey Graham, aims to isolate Russia by cutting off its oil trade. If passed, the bill would grant President Donald Trump the authority to impose tariffs of up to 100% on goods from nations that continue to purchase Russian oil, with a specific focus on countries like China and India.

Although Warnock previously voted to advance the bill, he later placed a hold on its expedited progress. He argued that the measure would grant the administration excessive power to raise consumer prices. Warnock characterized the president as "unhinged" and stated that supporting Ukraine does not mean giving the president new powers to raise the price of everything through tariffs.
