Trump Administration Proposes Head Start Overhaul to Enroll 200,000 Students

The Trump administration has proposed a significant overhaul of Head Start, a $12 billion early education program managed by the U.S. Department of Health and Human Services. The plan seeks to replace a 133-page list of requirements with a small set of rules and reduce the cap on administrative overhead spending from 15% to 5%.

Federal officials estimate these changes will save $2.2 billion, which the administration intends to reinvest to enroll an additional 200,000 students. Assistant Secretary for Family Support Alex Adams stated that one-size-fits-all mandates from Washington cannot fully account for the realities facing the 1,600 grantees across the country.

Advocates and critics warn the proposal would eliminate the rule allowing centers to reserve 3% of slots for foster and homeless children. Furthermore, the plan would require families to provide documentation of homelessness for enrollment. Barbara Duffield of SchoolHouse Connection argued that many families in rural and suburban areas lack such documentation because they move between locations due to a lack of shelters.

Health Secretary Robert F. Kennedy Jr. cited the program as a success during a call with reporters. The proposal remains open for public comment until October 6.
