President Donald Trump has proposed a $5,000 payment to every adult in the United States, termed the "Trump dividend," contingent on Republicans winning both the House and Senate in the November 3 elections. Campaigning in North Carolina, Trump stated that tariff revenue would fund the payments, though he provided no specific cost estimates. The proposal is estimated to cost more than $1.23 trillion.

The plan has created friction within the Republican Party. Speaker of the House Mike Johnson stated the president would likely need Congress to act to implement the stimulus, contradicting Trump's suggestion that such approval might not be necessary. Other GOP lawmakers expressed skepticism; Representative Ralph Norman characterized the plan as "pay-to-play," while House Appropriations Committee Chairman Tom Cole suggested the funds would be better used for defense or Social Security. Conversely, House Freedom Caucus Chairman Andy Harris supported the idea of a tax rebate for taxpayers.

Critics and Democrats have characterized the proposal as illegal bribery and a tactic to maintain power, arguing it would spike inflation and increase the national debt, which is estimated at $40 trillion. The initiative aligns with a broader Republican strategy of working-class economic populism established at a party convention in Dallas. Beyond the dividend, Trump pledged to make tax exemptions for tips and Social Security permanent and proposed mandatory voter identification and proof of citizenship.
