DeepSeek Releases V4 Flash AI Model Rivaling OpenAI

DeepSeek released the V4 Flash open-source AI model, which offers performance near OpenAI's GPT-5.6 Luna at a significantly lower operational cost.

The AI laboratory DeepSeek released V4 Flash, an open-source artificial intelligence system designed to compete with leading Western models. Data from Artificial Analysis indicates that V4 Flash is only one Intelligence Index point behind OpenAI's GPT-5.6 Luna. Despite a recent 80% price reduction by OpenAI, the DeepSeek model maintains a cost per task that is 60% lower than its competitor.

This development follows strict export controls on advanced compute imposed by the United States government. These hardware constraints forced Chinese laboratories to optimize algorithms and adopt open-source architectures to maintain competitiveness. While some critics in the U.S. allege that Chinese firms are distilling frontier models, Nvidia CEO Jensen Huang has advocated for the support of open-weight models. Additionally, Anthropic has shifted its focus from intellectual property theft to safety concerns regarding open-source AI.

These technological tensions coincide with ongoing diplomatic efforts. A May summit between Donald Trump and Xi Jinping established a foundation for further AI safety discussions, which are expected to continue during Xi's planned visit to Washington D.C. in September.
