The Government of India has placed the 1960 Indus Waters Treaty (IWT) in abeyance, linking its restoration to Pakistan's irrevocable cessation of cross-border terrorism. This strategic freeze follows an April 2025 terror attack in Pahalgam, Jammu and Kashmir, which killed 26 civilians and prompted India to launch Operation Sindoor. Prime Minister Narendra Modi has asserted that blood and water cannot flow together, while New Delhi has accelerated hydropower projects and withheld hydrological data, arguing that the treaty is an outdated entitlement.
