UN Report Documents 1,004 Cases of Sexual Violence in Ukraine

The Office of the United Nations High Commissioner for Human Rights released a report documenting 1,004 verified cases of conflict-related sexual violence in Ukraine between February 2022 and July 2026. The findings attribute 89% of these cases to Russian authorities, including the armed forces, prison service, and security agencies. Documented atrocities include gang rape, genital mutilation, and the use of Soviet-era military field telephones to administer electric shocks to genitals.

UN High Commissioner for Human Rights Volker Türk described the findings as a "shocking pattern of torture, intimidation and coercion." While the report noted that men were the primary victims, particularly in detention, it also documented the rape of women and children as young as four in occupied territories. The remaining 11% of cases were attributed to Ukrainian authorities, primarily involving threats and genital beatings against prisoners of war, though the UN documented no cases of rape by Ukrainian forces.

The Kremlin rejected the findings as politically motivated, and the UN noted that Russia's refusal to grant investigators access to occupied territories limited the ability to establish the full scale of violations. Ukraine's foreign ministry welcomed the report as evidence of systematic Russian violations. Separately, a Russian guided aerial bomb struck a residential building in Sumy, killing two civilians, while the U.S. Congress passed legislation requiring President Donald Trump to impose 100% tariffs on top purchasers of Russian oil.
