Russia Escalates Hybrid Warfare Campaign Across NATO Countries

Russia has launched a series of sabotage and hybrid warfare attacks across Europe to undermine support for Ukraine and divide the NATO alliance.

The Federal Government of Russia has escalated a campaign of sabotage and hybrid warfare across NATO member states to divide the alliance and erode European support for Ukraine. Recent operations include strikes on railroad infrastructure in Poland, a failed drone attack at Germany's Leipzig-Halle airport, and an incident in which a Russian frigate fired flares at a Danish helicopter.

Berlin directly attributed the drone attack at Leipzig-Halle to Moscow. Russian strategy focuses on using tools that are difficult to attribute, aiming to induce fear within democratic populations while avoiding the trigger of a full-scale war. In response, NATO and European officials are increasing conventional deterrence through expanded border exercises and enhanced protection of critical infrastructure.

European leaders remain divided on how to retaliate. Polish Foreign Minister Radosław Sikorski has urged NATO countries to institute forward air defense over Ukrainian territory. Other officials advocate for collective, prepackaged responses, such as cyberattacks on Russian infrastructure. However, some leaders warn against overreacting to Russian traps, and the absence of a unified European defense and foreign policy structure continues to hinder a coherent response to President Vladimir Putin.
