Rahm Emanuel Calls for End to Unconditional US Support for Israel

Former U.S. Ambassador Rahm Emanuel, a potential 2028 Democratic presidential candidate, delivered a critical address at Tel Aviv University on July 8, 2026, arguing that the U.S.-Israel alliance is at a crossroads. He characterized Israel as a "territorial pariah" and a "pariah nation," asserting that Prime Minister Benjamin Netanyahu's policies have led the country into a "dead end." Emanuel claimed that unconditional American support was a mistake that allowed the Israeli government to ignore U.S. concerns and deny relief to Palestinians in Gaza.

Emanuel proposed a fundamental shift in policy, including ending U.S. taxpayer subsidies for Israel's defense budget and requiring Israel to purchase arms on standard ally terms. He called for U.S. sanctions against Israeli officials, financial institutions, and companies supporting illegal settlements, as well as individuals attacking Palestinian civilians. To resolve the conflict, he suggested a "23-state solution" involving the 21 members of the Arab League to ensure Palestinian sovereignty and Israeli security.

Prior to the speech, Emanuel met with President Isaac Herzog in Jerusalem to discuss the strategic alliance. While Emanuel condemned the pursuit of a "Greater Israel" and the "from the river to the sea" slogan, he also criticized Palestinian leadership for being corrupt. He stated he would not accept backing from the American Israel Public Affairs Committee in a future presidential run. The office of Benjamin Netanyahu declined to comment on the remarks.
