Russia and Syria Convert Military Bases into Joint Centers

The Government of Syria and the Federal Government of Russia signed a memorandum of understanding on August 9, 2026, to reorganize Moscow's military presence on the Syrian coast. The agreement converts the Hmeimim air base and the Tartus naval port into joint training and qualification centers, ending their status as traditional military outposts. The transition is scheduled for completion within three months.

Under the terms of the deal, Syria will reclaim management of civilian facilities, including Hmeimim Airport and a commercial berth at the Tartus port. These assets will be integrated into Syria's civilian administration, with the Civil Aviation Authority already beginning technical assessments of the airport. The agreement follows 18 months of negotiations initiated after President Ahmed al-Sharaa led the overthrow of Bashar al-Assad in December 2024.

For Russia, the pact preserves a strategic Mediterranean foothold and a transit hub for operations in Africa, despite a significant reduction in personnel from 7,500 in 2024 to a few hundred by early 2026. While the deal restores interstate relations, tensions remain as the Syrian government continues to demand that Moscow extradite the former leader, Bashar al-Assad, who is currently sheltering in Russia.
