Mayor Zohran Mamdani Unveils Block by Block Housing Plan

New York City Mayor Zohran Kwame Mamdani unveiled "Block by Block: The Housing Plan for a New Era" on May 26, 2026. The comprehensive blueprint aims to build 200,000 new affordable homes and preserve 200,000 existing units over the next decade, supported by a $22 billion capital investment over five years. The plan includes a $5.6 billion commitment to the New York City Housing Authority and the creation of a $75 million loan program for rental-to-co-op conversions.

A central pillar of the agenda is the "Fix the City" initiative, which utilizes "roof-to-cellar" inspections and the 7A program to strip control from negligent property owners. The administration intends to seize chronically neglected buildings and transfer ownership to nonprofits, community land trusts, or tenants. To further protect renters, Mamdani proposed freezing rents on nearly one million rent-regulated apartments for his four-year term and capping rents at 20% to 25% of income for low-earners.

The plan has sparked intense opposition from real estate groups and political figures. The Real Estate Board of New York and Small Property Owners of New York criticized the pro-tenant bias and the use of costly project labor agreements. President Donald Trump accused Mamdani of destroying the city, while Amazon founder Jeff Bezos argued that proposed taxes on the wealthy would not benefit low-income residents. Mamdani defended the measures as a historic solution to a historic crisis, emphasizing the need for the wealthy to pay their fair share.
