Angela Rayner Introduces National Policy to Protect English Pubs

Housing Secretary Angela Rayner is introducing a new national planning policy framework in England designed to protect all pubs from being converted into housing or offices. The policy represents an expansion of an earlier proposal under Prime Minister Keir Starmer's pride in place initiative, which would have only protected the last remaining pub in a specific community.

Under the new regulations, developers must prove there is no reasonable prospect of keeping a pub as a going concern before demolition or conversion can occur. This requirement includes providing evidence that the property was marketed for sale for at least one year. Local councils are also tasked with evaluating whether the loss of a specific pub would deprive a community of a vital gathering space.

The initiative follows reports from the Campaign for Real Ale stating that 794 pubs closed this year. The government is implementing these protections while simultaneously pursuing a broader goal to build 1.5 million homes by the end of the parliament. Rayner stated that building necessary housing should not come at the cost of pubs, which she described as the beating heart of many communities.
