House Rules Committee Advances Permanent Daylight Saving Time Bill

The U.S. House of Representatives is scheduled to vote this week on the Sunshine Protection Act to make daylight saving time permanent nationwide.

The United States House of Representatives is scheduled to vote this week on the Sunshine Protection Act, a bipartisan bill that would make daylight saving time permanent and eliminate biannual clock changes. On Monday, the House Rules Committee approved a rule in a 6-4 vote to advance the legislation to a full chamber vote, while rejecting a competing proposal known as the Sunshine for Our Kids Act, which would have made standard time the permanent default.

Donald Trump has aggressively supported the measure, describing the current twice-yearly clock switching as a "ridiculous, twice yearly production" and citing the prohibitive costs of adjusting clocks in towers. The bill, sponsored by Representative Vern Buchanan, previously passed the House Energy and Commerce Committee 48-1 in May. Supporters argue the change will reduce traffic accidents and workplace injuries while boosting tourism and economic activity.

Opponents, including Senator Tom Cotton and the American Academy of Sleep Medicine, argue that permanent standard time is the healthier choice. Cotton warned that permanent daylight saving time would lead to dangerously late winter sunrises, forcing children to commute to school in the dark. Some conservative lawmakers, such as Representative Keith Self, have criticized the House for prioritizing the bill over other legislative matters. If passed by the House, the act must be approved by the Senate and signed by the president to become law.
