Democrats Plan AI and Data Center Regulations in Congress

Democratic lawmakers plan a legislative surge targeting AI safety and data center energy costs despite opposition from President Donald Trump.

Democratic lawmakers are planning a series of legislative initiatives targeting artificial intelligence and data-center development after winning control of the US Congress. The proposed measures include mandatory third-party safety audits for advanced AI models and the establishment of civil liability for developers when software causes real-world harm.

Chuck Schumer and other Democratic leaders are also focusing on consumer protections against rising electricity rates driven by the power demands of data centers. While Representative Zoe Lofgren advocates for responsible regulations that foster innovation, Representative Greg Casar has called for tech executives to testify under oath. Senator-elect Abdul El-Sayed has further proposed the creation of an independent agency to oversee AI regulation.

President Donald Trump opposes these mandatory federal constraints, stating a preference for working with states that embrace the technology. Despite the likelihood of presidential vetoes, Democrats intend to use committee oversight and subpoenas to build public momentum. The prospect of these tighter regulations triggered a massive selloff in US technology and semiconductor stocks on November 5, erasing trillions in market value as investors feared higher compliance costs.
