Germany Considers Conscription After Voluntary Recruitment Failures

Germany may reintroduce compulsory military service by July 2027 after a new voluntary registration program failed to meet troop recruitment targets.

The Federal Government of Germany is weighing the reintroduction of compulsory military service by July 31, 2027, following the failure of a voluntary recruitment model launched in November. A registration program that contacted nearly 300,000 potential recruits between January and May resulted in only 530 volunteers. While 96% of contacted men responded to the mandatory online questionnaire, only 4% of women responded as the survey was optional for them.

Despite the poor results of the registration program, traditional recruitment applications rose 24% over 2025 levels, totaling 38,500. Defense Minister Boris Pistorius has set ambitious goals to expand the Bundeswehr, with targets ranging from 260,000 to 460,000 personnel by 2035 to reduce reliance on the United States and counter Russian threats.

Thomas Roewekamp, chairman of the parliament's defense committee, stated that authorities have one year to evaluate the voluntary program before deciding on conscription. Roewekamp warned that Europe must develop independent military capabilities, citing concerns that Russia could attack a NATO member by 2029. These military expansions have drawn criticism from Vladimir Putin, who characterized increased Western defense budgets as preparations for war. Domestically, the prospect of mandatory service has sparked several large public demonstrations against the policy.
