President Donald Trump is pressuring House and Senate Republicans to pass the Safeguard American Voter Eligibility (SAVE America) Act, asserting that 278,000 noncitizens are registered to vote in federal elections. To bypass Democratic filibusters in the Senate, Speaker Mike Johnson is leading an effort to weave the act's requirements—including voter photo identification, proof of citizenship, and restricted mail-in balloting—into a broader budget reconciliation bill. This proposed framework includes $95 billion in spending through 2036, allocating $10 billion for election overhaul and $73 billion for national security amid an ongoing war with Iran.

The strategy faces opposition from both parties and within the GOP. Senate Minority Leader Chuck Schumer and House Minority Leader Hakeem Jeffries condemned the measure as voter suppression. Some Republicans, including Senators Thom Tillis and Jerry Moran, argue the act cannot be implemented before the November 3 election and prioritize a clean funding bill to avoid a government shutdown. Representative Thomas Massie further claimed the fight is a political distraction. Additionally, fiscal hawks like Representative Eric Burlison have raised concerns over the lack of spending cuts.

While the measure survived a House Rules Committee hurdle on Monday, it faces a steep climb in the Senate, where lawmakers such as Lisa Murkowski and Susan Collins have expressed opposition. A chamber-wide test vote is expected Tuesday afternoon, with a final House vote scheduled for Wednesday at 3:30 p.m.
