Andy Burnham Pledges Social Care Overhaul Ahead of Budget

Prime Minister Andy Burnham has pledged a complete overhaul of the United Kingdom's social care system, citing the recent death of his father from Alzheimer's disease as a personal motivator. Speaking from his office in Manchester and ahead of the Labour Party conference in Liverpool, Burnham described the existing system as a "shameful dereliction of duty" by previous politicians and warned that failing to address care needs will eventually "sink the NHS."

Burnham intends to make social care a central theme of his first conference speech as leader under the slogan "Hope Again." While ruling out increases to VAT, income tax, and national insurance for working people, he acknowledged that the government faces challenging economic circumstances. He also dismissed speculation regarding an early general election.

Chancellor John Healey is preparing the October 28 Budget amid limited fiscal flexibility caused by rising borrowing costs linked to global events, including the US-Iran war. Healey indicated potential increases to capital gains tax and is evaluating a planned fuel duty rise to address the cost-of-living crisis. Additionally, Healey emphasized a moral duty to implement welfare reforms aimed at reducing youth unemployment to prevent a generation from being condemned to a life on benefits.
