Kevin Kiley Leaves GOP to Run as Independent After Redistricting
Representative Kevin Kiley left the Republican Party to run as an independent after California Democrats redrew congressional maps to create five new Democratic-leaning seats.
California Democrats redrew the state's congressional map to create five new Democratic-leaning seats, a move described as retaliation for Republican-led redistricting in Texas and other GOP-controlled states. The new map split the district of conservative Representative Kevin Kiley six ways, prompting him to leave the Republican Party and run as an independent in a slightly Democratic-leaning district.
Kiley has criticized the partisan gerrymandering and attempted to ban mid-decade redistricting in the House, though he continues to caucus with Republicans to maintain his committee assignments. His opponent, former state Senator Richard Pan, claims the party switch is a political maneuver to survive in a more liberal district.
The broader conflict follows a directive from Donald Trump for GOP states to redraw maps to increase winnable seats, aided by a Supreme Court of the United States decision that neutralized a key provision of the Voting Rights Act. In response to these national trends, Democrats in Maryland, New York, and Illinois have pledged similar retaliatory redistricting for the 2028 elections.
