South Korean ports shipped more than 176,000 tonnes of fuel, primarily diesel, to Russia during July and August 2026. Analysis of ship-tracking data and port records shows that seven tankers completed 14 voyages to Russia's far east. Three of these vessels—the Layla, Astoria, and Chongchon—operate under UK and EU sanctions. Some ships attempted to obscure their destinations by listing Singapore or Japan as their ports of call.

Russian entities, including the state-controlled Rosneft and the NNK oil group, purchased the fuel. These imports occurred as Ukrainian drone strikes reduced Russia's domestic refining capacity. The Main Intelligence Directorate of the Ministry of Defense of Ukraine stated that Moscow must import fuel to sustain its military operations.

Lee Jae Myung, the President of South Korea, recently pledged $100 million for Ukraine's reconstruction at a Nato summit. While the fuel trade does not appear to violate South Korean law, which targets industrial and electronic export controls, the activity contradicts Seoul's public stance. The South Korean foreign ministry maintains that it is strictly enforcing export controls and supports international efforts to end the war.
