Trump Considers Defense Production Act to Expand Oil Refining

President Donald Trump is considering the use of the Defense Production Act to expand United States oil refining capacity. The move aims to mitigate supply disruptions and fuel price spikes resulting from conflict with Iran, which have pushed diesel prices above $6 a gallon and pushed national refinery utilization to 98%.

During recent meetings with U.S. refiners, executives suggested that federal funds be directed toward improving efficiency or expanding existing plants rather than financing entirely new refineries. To secure immediate crude supplies, the U.S. government has acquired a 35% equity stake in North American Blue Energy Partners, a private Venezuelan oil company, allowing the U.S. to purchase crude at production cost.

A proposed 168,000-barrel-per-day facility by America First Refining in Brownsville, Texas, serves as a potential test case for these expansion efforts. The project is backed by India's Reliance Industries through a 20-year output purchase deal and involves financial adviser Cantor Fitzgerald. The project also includes ties to the administration via minority investor Donald Trump Jr.
