NATO Shifts Toward European-Led Defense Amid U.S. Withdrawal

NATO is adjusting its strategic posture to confront Russian hybrid warfare, prioritizing a transition toward European-led defense. This shift follows decisions by the Donald Trump administration to reduce United States military deployments in Europe while pursuing diplomatic efforts to end the war in Ukraine.

To test these new capabilities, NATO conducted a wargame in the Carpathian mountains in November. During the exercise, a full-brigade level deployment of European soldiers operated under the command of the French Republic without significant support from the United States. This exercise demonstrated the ability of European powers to manage defense operations independently.

The transition coincides with a period of increased diplomatic outreach to Russia. U.S. official Steve Witkoff traveled to Moscow as part of the White House's effort to negotiate an end to the conflict in Ukraine. The prospect of limited U.S. backing has increased the urgency for European nations to secure the eastern frontier and maintain a sustainable support system for Kyiv.
