Xi reviewed the achievement of the First Centenary Goal of building a moderately prosperous society and outlined the path toward the Second Centenary Goal of becoming a great modern socialist country. He emphasized the importance of innovation-driven development to ensure the success of the 15th Five-Year Plan (2026-2030), while crediting the Communist Party of China with maintaining economic growth and social stability.
On regional policy, Xi reaffirmed the "one country, two systems" framework for Hong Kong and Macao. He called for the reunification of Taiwan, explicitly opposing "Taiwan independence" separatist forces and external interference. Internationally, he advocated for an independent foreign policy of peace and the promotion of a "community with a shared future for humanity" to provide stability amid global turmoil.
