Ukraine Signs Drone Defense Pacts With US and Finland

President Volodymyr Zelenskyy signed two major defense agreements in New York City on Wednesday to expand international cooperation on drone technology. In a landmark deal with the United States, Ukraine will establish a framework to expand the testing and production of Ukrainian defense technology within the U.S., moving from individual contracts to a broad partnership between Ukrainian firms and the U.S. military. This agreement emphasizes the transfer of Ukrainian operational expertise and software, building on Ukraine's previous role in helping the U.S. and Gulf states counter Iranian Shahed drones.

Simultaneously, Zelenskyy signed a security cooperation agreement with Finnish President Alexander Stubb. The Finnish pact focuses on joint research, development, and industrial production projects, while streamlining administrative procedures such as export permits for defense equipment. Prime Minister Petteri Orpo stated that Finland intends to learn from Ukraine's wartime developments to prepare for technological warfare.

These agreements integrate Ukraine into a growing network of drone cooperation, following similar pacts with Latvia, Estonia, the Netherlands, and Denmark. In the U.S., the Drone Dominance Program continues to scale toward a goal of 200,000 drones by 2027, having already awarded contracts to firms including Skyfall and Perennial Autonomy.
