Russia Shifts Strategy to Economic Warfare Against Ukraine
Russia has launched a campaign of economic warfare targeting Ukrainian commercial assets and infrastructure, prompting retaliatory drone strikes against Russian oil and e-commerce sectors.
The Federal Government of Russia has shifted its military strategy toward a campaign of economic warfare designed to cripple Ukraine's industrial output, job market, and logistics. Ukrainian officials characterize the shift as total war, reporting that Russian strikes now specifically target commercial assets, warehouses, ports, and internet infrastructure to stifle consumer spending and exports.
The Ministry of Economy of Ukraine estimates that economic damages will reach $10 billion by the end of the year. This degradation has led the European Bank for Reconstruction and Development to lower its growth forecast for Ukraine from 2.2 percent to 1.5 percent. The broader economy is struggling with a shrinking tax base and the loss of approximately 500 locomotives.
In response, the Cabinet of Ministers of Ukraine has deployed domestically produced drones to target Russia's oil industry and e-commerce warehouses, causing fuel shortages and logistical disruptions within Russia. While Ukraine's renewable energy and defense technology sectors continue to grow, President Volodymyr Zelenskyy has requested $27 billion from European allies to cover a critical budget shortfall. Simultaneously, the Ministry of Finance of the Russian Federation has announced the need to raise taxes to fund its next annual budget due to rising war costs.
