President Donald Trump is attempting to revive summit diplomacy with North Korean leader Kim Jong Un, announcing that he is in contact with Kim and plans to hold talks later this year. To facilitate a meeting, Trump ordered the scaling back of the Ulchi Freedom Shield military exercises with South Korea, ending the drills six days early.

North Korea responded to these overtures by firing approximately 10 short-range ballistic missiles toward the East Sea on Thursday. Kim Yo Jong, director of the Central Committee of the Workers' Party of Korea, dismissed the reduction of military exercises as unworthy of comment, stating that only a total cancellation would constitute a goodwill measure. She further claimed that Pyongyang was completely unaware of plans for discussions.

While the South Korean government welcomes the prospect of dialogue and has removed denuclearization as a prerequisite for talks, significant obstacles remain. These include fundamental disagreements over North Korea's irreversible nuclear status and Pyongyang's strengthened alliance with Russia. Trump may be seeking a diplomatic victory ahead of the U.S. midterm elections in November, with the APEC forum in Shenzhen, China, serving as a potential venue for a meeting.
