South Korea Proposes Military Talks Amid North Korean Border Threats

South Korea proposed military talks to resolve border disputes after North Korea threatened to deploy missiles and propaganda loudspeakers along the Demilitarized Zone.

The Ministry of National Defense of South Korea proposed military talks with North Korea on October 23 to resolve conflicting interpretations of the Military Demarcation Line (MDL) and prevent accidental clashes. The proposal follows a September 21 landmine blast in the Demilitarized Zone that injured three South Korean troops. While Seoul attributes the blast to North Korean mines, Pyongyang has dismissed the claim as a farce.

South Korea is seeking to jointly verify the MDL's location and restore military communication lines, offering the possibility of trilateral talks involving the United Nations Command. This diplomatic push comes as North Korea reinforces its southern border with fences and mines. South Korea reports 50 border crossings by North Korean soldiers this year, though Pyongyang denies any breaches.

Between October 20 and October 23, Kim Yo-jong issued three statements warning that North Korea is fortifying its border and placing new responsive means and propaganda loudspeakers on standby. South Korean military officials believe these means include tactical missiles, cruise missiles, one-way attack drones, and rocket launchers. South Korea has promised proportional action if loudspeakers are deployed, though President Lee Jae Myung has remained cautious to avoid jeopardizing a vision for peace and resumed dialogue.
