Trump Immigration Crackdown Disrupts Washington Apple Harvests

The Donald Trump administration's immigration crackdown created widespread fear and labor instability in central Washington's apple orchards throughout 2025. While federal agents avoided large-scale workplace raids during the August to December harvest, they targeted undocumented workers during commutes and daily errands. Arrest rates in the Yakima Valley peaked in late November at five to 10 people per day before declining slightly in December.

These enforcement actions strained an agricultural sector where undocumented immigrants comprise approximately 40% of the workforce. The instability led some workers to abandon harvests after family members were detained. To mitigate these labor shortages, growers increased their reliance on H-2A guest worker visas. In October, the U.S. Department of Labor proposed rules to lower H-2A hiring costs, prompting a November lawsuit from the United Farm Workers, who argued the changes would illegally reduce wages for U.S. workers.

Legislatively, U.S. Representative Dan Newhouse co-sponsored the Farm Workforce Modernization Act to provide a legal residency pathway for agricultural workers. However, the bill has seen little progress in Congress and lacks presidential endorsement. Despite the disruption to the agricultural sector, President Trump stated that the administration is working on rules and regulations and would not do anything to hurt farmers.
