The proposed framework, based on the Comprehensive Gaza Peace Plan developed by Donald Trump, requires the total decommissioning of all weapons, tunnels, and weapons production facilities to ensure Hamas has no remaining military or governing role.

The roadmap outlines a phased transition of responsibilities to a technocratic government. Under this plan, the National Committee for the Administration of Gaza would assume full control of all weapons, supported by an ISF led by a U.S. Special Forces general. The process relies on reciprocal implementation and verification mechanisms rather than trust.

While the Board of Peace and other mediators insist on the complete surrender of weapons and the dismantling of militant infrastructure, it remains unclear if Hamas will agree to these terms.
