Trump Pauses Beef Tariffs to Lower Consumer Prices

President Donald Trump announced a 90-day plan to allow the import of up to 300,000 metric tons of ground beef without out-of-quota tariffs to combat food inflation. The president stated that foreign exporters committed to selling the beef at 25% below current market prices, which reached approximately $6.89 per pound in July. Trump intends to formalize the directive via an executive order within two weeks, citing a need to lower costs for voters while the domestic cattle herd—currently at its lowest level in 75 years—rebuilds.

The initiative has sparked a rebellion among rural supporters and Republican allies. Senators Tim Sheehy, Deb Fischer, and Pete Ricketts, along with the National Cattlemen's Beef Association, argue that flooding the market with subsidized foreign beef sacrifices long-term stability for short-term messaging. Critics warn the move will discourage domestic ranchers from expanding their herds and may compromise food safety. Following the announcement, cattle futures on the Chicago Mercantile Exchange tumbled to eight-month lows.

To further address supply shortages, the administration is implementing a phased reopening of the border at Douglas, Arizona, to Mexican cattle imports starting August 25. This follows a previous closure to contain the New World screwworm parasite. While the White House describes these measures as temporary gap-fills, industry leaders and economists suggest the import volume is too small to significantly impact retail prices but large enough to distort domestic markets.
