Presumptive prime minister Andy Burnham told Scottish Labour MPs that he is not willing to consider a second referendum on Scottish independence. While Burnham expressed support for further devolution and a collaborative relationship with the First Ministers of Scotland, Wales, and Northern Ireland, he refused to grant the powers necessary for a vote.

This position directly opposes First Minister John Swinney, who intends to hold a referendum by 2028 following a pro-independence majority in the May Holyrood elections. Swinney criticized Burnham's knowledge of Scotland's political structure, while SNP Westminster leader Dave Doogan warned that blocking the vote displays the worst of Westminster arrogance. Doogan stated the SNP is ready to devolve powers over energy and the economy if the right to hold a referendum is transferred.

Scottish Labour officials defended the stance. Deputy leader Dame Jackie Baillie asserted the SNP has no mandate for a referendum, and MSP Paul Sweeney characterized independence as a minority pursuit, arguing that voters are more concerned with public service reform. Other pro-independence figures, including Green MSP Patrick Harvie and SNP MSP Alyn Smyth, argued that denying a vote undermines democratic choice.
