The report alleges that Martin Kao, CEO of Navatek, made illegal campaign contributions through a super PAC in exchange for Collins steering tens of millions of dollars in federal defense contracts to his company.
Collins' office and campaign denied the allegations, describing the report as a "smear job" and asserting that she and her staff were cleared by the Biden administration. ProPublica countered that its reporting relies on a trove of records and stated that a subsequent investigation ended when Donald Trump took office in 2025.
The controversy has emerged during Collins' campaign for a sixth term. Democratic opponent Troy Jackson has highlighted the reports, while some swing voters in Maine have expressed hesitation regarding their support for the senator.
