Speaking from the Alex’s Place homeless facility in Newcastle, Burnham described the effort as a "moral mission" following record-high rough sleeping figures in 2025. To demonstrate personal commitment, he pledged to donate 15% of his annual salary to homelessness charities.

The funding package, overseen by Housing Secretary Angela Rayner, combines a new £102 million allocation from the Ministry of Housing, Communities and Local Government with £340 million previously committed for long-term housing. The plan aims to deliver over 1,000 permanent homes over three years and provide intensive wraparound support, including psychiatric and addiction services. Specific guidance has been issued to councils to provide trauma-informed, single-sex accommodation for women, and £8.4 million has been added to the Ending Homelessness in Communities Fund.

Burnham warned that government funds "may not fully be enough" and called for volunteers and community organizations to assist. He plans to host a national summit this autumn to engage leaders from the business, finance, and faith sectors. While charities like Shelter and Crisis called the move "game-changing," Shadow Housing Secretary Sir James Cleverly criticized the pledge for lacking financial detail and a concrete delivery plan. Additionally, the Institute for Public Policy Research warned that homelessness could still rise by 25% by the end of the decade without a significant increase in social housing supply.
