Tinubu Overhauls NYSC With Civilian Leadership and Skill Training

President Bola Ahmed Tinubu and the Federal Executive Council have approved a comprehensive overhaul of the National Youth Service Corps (NYSC), marking the first significant review of the program since its inception in 1973. The reforms transition the agency from a quasi-military mobilization scheme to a civilian-led national development platform. Key changes include replacing military leadership with a civilian Director-General, extending the mandatory orientation course from three weeks to six, and introducing 11 specialized career streams—such as TechCorp, AgriCorp, and MediCorp—to align assignments with graduates' academic backgrounds.

Minister of Youth Development Ayodele Olawande described the shift as a means to modernize the agency and support Nigeria's goal of building a trillion-dollar economy. Additional measures include a digital call-up process, replacing traditional khaki uniforms with locally produced attire to support the textile industry, and implementing a risk-sensitive posting approach to protect corps members from kidnapping and banditry in insecure regions.

The reforms have faced opposition from lawmakers and youth advocates. Philip Agbese, Deputy Spokesperson of the House of Representatives, urged the president to suspend the implementation, arguing that removing military leadership and shifting toward vocational training undermines national unity, discipline, and national defense. Other critics, including youth advocate Abdulrahman Sani, warned that the agency could lose its identity and become a mere government skills program. Opponents further contend that the government should prioritize addressing systemic issues, such as poor camp facilities and inadequate monthly allowances, over structural changes.
