Housing Secretary Matthew Pennycook announced that the British government is considering all options, including a potential takeover or administration, for Thames Water. The utility company is burdened by £20 billion in debt and faces ongoing scandals regarding leaks and sewage pollution. Pennycook stated that the government is taking no options off the table, though officials expressed concern that a special administration regime could cost taxpayers £2 billion to maintain operations until a buyer is found.

Prime Minister Andy Burnham previously argued that the case for public ownership of water was "overwhelming." However, reports emerged that Burnham has shelved immediate plans for nationalization due to financial concerns and potential legal risks. The UK Government has dismissed these reports of a U-turn as speculative.

A consortium of creditors known as London and Valley Water, which holds £17 billion of the company's debt, has proposed a bailout. This rescue package includes writing off approximately half of the debt, injecting over £3 billion in new equity, and implementing a decade-long transformation program with a new board of directors. Former Environment Secretary Emma Reynolds had effectively rejected similar proposals in June.

The Scottish National Party has criticized the government's hesitation, accusing the Prime Minister of breaking promises and failing to deliver real change by not following Scotland's public ownership model.
