France and Morocco Sign 14 Agreements to Reset Ties

French Prime Minister Sébastien Lecornu and Moroccan Prime Minister Aziz Akhannouch signed 14 cooperation agreements in Rabat to implement a strategic diplomatic rapprochement.

French Prime Minister Sébastien Lecornu led a delegation of ministers to Rabat on July 15–16, 2026, for a two-day official visit to consolidate a diplomatic reset with Morocco. The center of the visit was the 15th Morocco-France High-Level Meeting, the first such gathering since 2019, which aimed to transition the "enhanced exceptional partnership" established by President Emmanuel Macron and King Mohammed VI in 2024 into a practical implementation phase.

Lecornu and Moroccan Prime Minister Aziz Akhannouch co-chaired the summit, resulting in the signing of 14 cooperation agreements. These pacts cover the defense industry, civil aviation, maritime studies, water policy, and education, including a project to export renewable electricity from Morocco to France and the integration of Arabic language and history into the French education system. The leaders also discussed regional stability and security challenges in the Sahel.

Despite the diplomatic progress, the visit was clouded by reports from the Forbidden Stories media consortium alleging that Morocco used Pegasus spyware to target French officials and journalists, including Lecornu. The Moroccan government rejected these accusations and demanded evidence. In response to the reports, the leaders replaced a planned press conference with brief statements to reporters, omitting a question-and-answer session.
